Abstract
How well does the theory presented in this book work outside of the American Congress? We have already encountered one case: the trial of the Catiline conspirators that began this book. There we saw the Roman Senate split between Optimates and Populares. Cato was just able to keep the wavering troops in line. Caesar’s response was to obstruct, producing just the reaction we would expect: an attempt to limit obstruction, in that case using force. I hope references to Caesar and Roman methods will not inspire any suspicions about my claims to world-historical conquest. I do not believe that the
