Abstract
In this chapter, we describe enduring issues related to identification of students with emotional and behavioral disorders, in light of many students having co-occurring social, emotional, behavioral, and academic needs. This includes a discrepancy related to the definitions of emotional disturbance and emotional behavioral disorders. We go on to discuss issues related to exclusionary discipline and the disproportional use of severe discipline with students of color. The chapter is grounded in the positive behavior interventions and supports framework, with a focus on the data, systems, and practices to better understand these enduring issues for students with emotional and behavioral disorders and the educators who serve them.
