Abstract

This article reviews literature on majority rule and minority rights. It examines literature which has concentrated on the theoretical and empirical attempts to explain the changes that have occurred in the minority rights in legislatures over time. It particularly focuses on four studies: the informational account of Gilligan and Krehbiel; the supply and demand analysis of Binder; the majority size account of Dion; and the ideological power balance view of Schickler. The analysis here focuses on the U.S. Congress and on the theoretical explanations that have advanced understanding on minority rights. In addition to providing a discussion on minority rights literature, the article also looks at some recent work on legislative politics and minority rights. Finally, the article ends with a few directions that future research may take.
