Abstract
The formative stage for contemporary Russian politics extended from the last years of the USSR through roughly 1996. By that time, the boundaries of the new state had been set, the commitment to market economics was in place, a new constitution had been ratified, and an initial version of federal relations was in place, including gubernatorial elections. What failed to materialize over the succeeding years, however, was the widely hoped-for economic and social recovery or the democratization of politics. This failure set the stage for Vladimir Putin to construct a quite different, partially liberal but nondemocratic political regime.
