Abstract
The Civil War ushered in an era of Republican control over the institutions of government. Two-party competition did not return to the United States until the 1870s. The House did attempt to reform its rules in 1872, passing a resolution to appoint a commission for this purpose, a commission that appears not to have reported (Galloway 1969,50). However, the thorough revision envisioned in this resolution was not undertaken until 1880, the next major rules change to be considered. Of the four major rules changes in the partisan era, the 1880 change represents the most difficult test for the theory. The
