Abstract
For a decade and a half, Russia’s federal elections have held no suspense about their outcome. The Kremlin’s candidate or party has won without serious challenge. Less often noted, however, is the more complex and interesting story of which regions provide those votes. In some regions, support has been tepid even when the Kremlin’s control was strong. In other regions, with the number growing over time, the support for the Kremlin, including the proportion of voters who came to the polls, approached the levels of Soviet-era elections (see Swearer 1961; Zaslavsky and Brim 1978; Karklins 1986): more than 99% in
