Abstract
[...] the actions of Judge Daniel H. Thomas in the Southern District Court (Perry County) demonstrated the need for federal intervention. Since Judge Thomas consistently ruled against African American applicants, voting rights advocates launched a three-pronged attack that included appeals, increased attempts at registration, and demands for federal referees.
