Applying the Program Evaluation Standards to Meta-Evaluate Impact Evaluations

Abstract
The quantification of change with causal attribution provides valuable information to funders and policymakers. Therefore, impact evaluations with counterfactual designs to assess the cause and effect relationship between intervention and outcome are often conducted as a part of evidence-based policymaking to inform policymakers on their decisions. Given the importance of findings from impact evaluations, this presentation argues that meta-evaluation is needed to ensure evaluation accuracy described in the Program Evaluation Standards. The presenters will demonstrate a new approach to meta-evaluate impact evaluation studies using the Expanded, Extended Evaluation Model (EEM) framework. EEM incorporates both the quality criteria from the meta-analytic literature and the Program Evaluation Standards.
