Abstract
Recent research results indicate that the amount of carbon dioxide and particulate matter that can be released into the air, without risk for unfavorable changes in world climate, is limited and that the critical values soon may be reached. Further, the amounts of pollutants that can be allowed to be deposited on the ground per square unit is dependent on the soil and other regional characteristics. Finally, sufficient air quality must be safe-guarded. Hence standards must be defined on three levels: a world standard to protect global climate, a regional standard to protect soil, vegetation and water and local air quality standards to protect the population. The problems arising by the selection of these standards and their impact on the mode of energy generation are discussed.
