Shaping Work Culture: A Cognitive Systems Engineering Framework

Abstract
Culture can be considered a set of values, experiences and beliefs that are transmitted by people over time. Although it is known that culture in a system can be shaped by national, professional and organizational identities, it is not known whether there is additional integrated cultural and work system characteristics involved in shaping work culture. This paper presents a framework for examining whether and to what extent these work system characteristics emerge and evolve into "work culture", with some examples from a medical emergency department setting.
