Abstract
Seven papers, resulting from a conference held in Washington, D.C. in July 2008, examine the future of insurance regulation in the United States, focusing on the question of state versus federal regulation. Papers discuss the insurance industry and its regulation--an overview (Robert W. Klein); an optional federal charter for insurance--rationale and design (Martin F. Grace and Hal S. Scott); dual insurance chartering--potential consequences (Robert Detlefsen); insurance regulation--the need for policy reform (Grace and Klein); consumer benefits of an optional federal charter--the case of auto insurance (Robert E. Litan and Phil O'Connor); convergence in financial services markets--effects on insurance regulation (Peter J. Wallison); and U.S. insurance regulation in a competitive world insurance market--an evaluation (John A. Cooke and Harold D. Skipper). Grace is Professor of Risk Management and Insurance in the Robinson College of Business and Associate Director of the Center for Risk Management and Insurance Research at Georgia State University. Klein is Director of the Center for Risk Management and Insurance Research and Associate Professor of Risk Management and Insurance at the Robinson College of Business in Georgia State University.
