America's Quest for Racial Tolerance

Abstract
On June 12, 1997, President William Clinton named a seven-member advisory board to study race relations in America. The board - chaired by Duke University historian John Hope Franklin of Durham, North Carolina, and comprised of attorneys, ministers, corporate executives, and two former governors - launched Clinton's campaign for a national dialogue on race. 1 Based on the board's findings, Clinton will issue a report on the status of race relations during the summer of 1998. 2 As we embark upon the next millennium with racial issues remaining "America's constant curse," 3 the focus of this paper is twofold. First, this paper offers a brief sketch of the most popular theories social scientists held during the first half of the twentieth century on the origins and persistence of racial conflict. Second, this paper examines popular strategies offered by social scientists during the first half of the twentieth century for reducing racial tensions and building racial tolerance. Because efforts to promote racial tolerance have been present throughout this century and did not begin with President Clinton, the Kerner Commission, 4 or the famed Civil Rights Movement, it is my hope that reviewing these concepts of racial conflict from the first half of the century will provide readers with a frame of reference - a starting point - to critically analyze contemporary issues of race relations and efforts to build racial tolerance.
