Abstract

The majority of issues management scholarship in public relations scholarship examines a single national context, missing the needs of many practitioners and leaders at multinational organizations to manage issues across borders, often with unsynchronized issue cycles. To address this gap, this conceptual paper articulates a novel framework—Transnational Social Issues Management (TSIM)—designed to provide key steps toward global issues management work that apprehends organizational responsibilities in democratic societies. •Extends social issues management theory for multinational organizations and to address issues that stretch across borders.•Connects scholarship in global public relations to issues management.•Prioritizes social issues management’s connections to discourse within deliberative systems.•Provides examples of the #MeToo movement’s issue cycle in seven different countries.•Develops a new framework of Transnational Social Issues Management (TSIM).
