Creating scientific software

Abstract
The process of creating scientific software is expensive. It requires a costly combination of technical scientific and software development expertise. Much of the process of creating scientific software is done off-line: development and selection of mathematical models, algorithms. and data structures are carried out largely on paper A growing number of software tools provide support for the process, but substantial research problems remain. This article identifies barriers to more effective development of scientific software, presents a vision for future scientific programming environments, and proposes critical areas of research focus.
