Abstract
This paper presents data from a multi-sited ethnographic study on educational language policy, planning, & program development in the school district of Philadelphia. An analysis of the agents, processes, & goals in urban educational language planning & how this planning is affected by so-called top-down language policies like Title III of the No Child Left Behind Act is included. It is argued that multilingual educational language planning can move forward despite ostensibly restrictive federal education policy. 1 Table, 1 Figure, 41 References.
