Local Government Implementation Nationally Inspired Programs: A Comparative Analysis

Abstract
This paper examines situations in which local governments are called upon to cooperate with each other in implementing national programs. Classic notions of incrementalism are used to explain the actions of local officials, and are found wanting. Nonincremental change seems likely to occur when national programs compel local officials lo embark on heretofore avoided programs under the pressure of defined deadlines.
