Abstract
On 9 September 1965 President Lyndon Johnson signed into law the Department of Housing and Urban Development Act. It marked the culmination of several years' effort to achieve Cabinet-level recognition of housing and urban problems in the nation. There were many, chiefly Republicans and southern Democrats, who opposed HUD's creation. In a minority report to the House some of them wrote that HUD's predecessor, the Housing and Home Finance Agency, did not deserve Cabinet status because housing programs were not a federal activity of indefinite duration.
