Mitigation, Money and Residual Markets: Findings from a Symposium on Catastrophic Risk Management

Abstract
The upsurge in insured losses from catastrophic events has led to increasing concerns about the potential impact of catastrophic loss on the viability of insurance markets and existing state insurance systems. Catastrophe modeler estimates of mega-catastrophes also have led to a heightened concern about potential losses. The Griffith Foundation, the American Risk and Insurance Association, and the National Association of Insurance Commissioners' Center for Insurance Policy & Research hosted a symposium in December 2010 titled "The Three M's of Catastrophic Risk Management -- Mitigation, Money, and (Residual) Markets." The purpose of this article is to provide an overview of catastrophic risk management topics addressed at the symposium; highlight areas of consensus across the academic, regulatory and company groups related to these topics areas; and, most important, to help frame and further develop the key questions and issues related to financing and managing catastrophic risk exposures that should be considered moving forward.
