Abstract
Data on 6,014 felony cases tried in 1974 by the Superior Court of Washington, DC, as recorded in the Prosecutor's Management & Information System, are used to analyze the exercise of prosecutorial discretion to go forward with charges. The relationship between sources of uncertainty in decision making & the initial decision to begin the criminalization process is explored, guided by organizational theory bearing on uncertainty avoidance. A maximum likelihood procedure is used to estimate the net effects on the probability of prosecution of a set of variables that measure uncertainty emerging within the backdrop of procesutorial concern for obtaining a conviction at a jury trial. 4 Tables, 32 References.
