Abstract
The history of hybrid wheat R&D offers an opportunity to study the roles of the private and public sectors in R&D and agricultural R&D development. Demand for higher-yielding wheat has opened up the possibility of hybrid wheat and semidwarf wheat production. The public sector was the initial developer of hybrid wheat development. Once a tangible technology for hybrid seed production emerged, however, the private sector took the lead. The incentive structure of each sector differentiates the type of R&D each does. Recently, other factors, such as low wheat prices, have reduced farmer incentives to adopt hybrid wheat.
