Abstract
This paper has the purpose of giving a broad survey of the potential of spin physics at a high intensity, 20-30 GeV machine, by summarizing the status of present experimental techniques and physics problems. Potentially polarization experiments give detailed information which is lost in unpolarized measurements. The interest of optimized polarized beams and targets are considered from various points of view, reflecting the interplay of experimental information and theoretical understanding associated with the role of spin in elementary particle physics.
