Abstract

Voter turnout in congressional primaries varies greatly across districts, and in the same district over time. This study of the 1978 and 1980 congressional primaries demonstrates that a substantial portion of the variation in turnout can be accounted for by such factors as the two-party balance of the district, whether the parties endorse primary candidates, and the closeness of the contest.
