The role of the public sector in applied breeding R&D: the case of wheat in the USA

Abstract
In the USA much discussion about the roles of the public and private sectors in applied breeding research has recently arisen. Arguments for and against public participation are presented. In light of these arguments, a historical overview of the research and development (R&D) of semi-dwarf and hybrid wheats in the US is used to determine what the role of the public sector should be. In cases of market failure, small markets, or when market price does not reflect social value, the public sector has a major role to play in applied R&D.
