Evaluation of Iowa’s Medicaid Managed Care Program: The Consumer Perspective. Results of the 2009 Survey of Iowa Medicaid Managed Care Enrollees. Final report to the Iowa Department of Human Services

As part of the ongoing evaluation of the Iowa Medicaid Managed Care Program, the Public Policy Center conducts bi-annual surveys to measure access to and satisfaction with health care from the consumer perspective. This report presents the results of Medicaid surveys conducted during 2009 with enrollees in the Iowa MediPASS , Fee-for-service, and SSI health programs. The basis of the survey instrument was the Consumer Assessment of Healthcare Providers and Systems (CAHPS®) survey instrument, with additional questions to make the information more relevant to Iowa. Results are presented in this report for each survey question for each health plan and is separated into different categories for adult and child enrollees. Researchers at the University of Iowa Public Policy Center, in collaboration with the Iowa Department of Human Services, developed the survey instrument, completed the data analysis, and produced this report. The telephone surveys were conducted by the University of Iowa Northern Iowa Center for Social and Behavioral Research (CSBR).
