Abstract
In December 2022 and January 2023, 20 key stakeholders involved in the administration of the Iowa Wellness Plan (IWP), Iowa’s Medicaid expansion program, were interviewed via phone or video conference. Three main types of Iowa Wellness Plan stakeholders were represented by interviewees, including 1) Managed Care Organizations, 2) Iowa Medicaid representatives, and 3) Clinic staff. Key stakeholders shared comments about the Iowa Wellness Plan (IWP) program overall, along with insights about the key areas of the IWP evaluation, specifically, NEMT and Transportation, the Healthy Behaviors Incentive Program, Retroactive Eligibility, and Cost Sharing. Interviewees shared experiences from their various perspectives working with the IWP program and the impact on the Iowa Wellness Plan population’s healthcare coverage, receipt of health services, health outcomes, and interactions with the healthcare system.
