This report presents the results of an ongoing evalutation of the hawk-i program. Using enrollment and health care encounter data for federal fiscal year 2003 (October 1, 2002-September 30, 2003) HEDIS (Health Plan Employer Data and Information Set) measures were calculated. The rates of well-child visits in the first 15 months of life, well-child visits in the third, fourth, fifth, and sixth years of life, use of appropriate medications for children with asthma, and children's access to primary care practitioners were calculated and compared across three health plans (John Deere, Iowa Health Solutions, and Wellmark Blue Cross/Blue Shield).
This research effort was sponsored by the Iowa Department of Human Services at the direction of the hawk-i Board of Directors and the Iowa Legislature. Data for the analyses were provided by MAXIMUS, the fiscal intermediary during fiscal year 2003. Data analysis and production of this report were completed by researchers at the University of Iowa Public Policy Center.
