Presently, in the Iowa City/Coralville area, the three mass transit systems -- Iowa City Transit, Cambus, and Coralville Transit, plus Johnson County SEATS para transit service, lack a formal policy addressing severe weather emergencies. The purpose of this proposed policy is to provide safe shelter for the patrons of mass transit and para-transit services in the area. Our analysis identifies safe shelters along each system's routes and provides a list of shelters for Johnson County SEATS. The analysis includes policy implementation procedures for both management and employees. Recommendations for each system are presented separately to address the small but significant operating differences between the systems. A list of shelters and maps is provided for each mass transit system.
