Coloniality and Neoliberalism in el Tren Maya and PES Implementation in Mexico

Abstract
The threat climate change poses to continuing current practices has largely been addressed by ineffectual half-measures. PES programs which have expanded globally represent one half-measure that serves neoliberalism and coloniality before the planet. Within Mexico the deployment of PES has mirrored the infrastructure megaproject el Tren Maya, where both implementations have resulted in similar power dynamics being coordinated by the same organizers who cooperate together to produce similar effects.
